Carlos Moreira García, Brazilian diplomat and Brazilian Ambassador to Spain from 1997 to 2003, began his career in 1971 as the Second Secretary of the Brazilian Embassy to London until in 1974 when he became the First Secretary of the Mission to the UN from 1977-1980.

He was later named Advisor of the Embassy to Lisbon in 1980. From 1983-1985 he was the Advisor of the Mission to the Organization of American States.

In the Ministry of Foreign Relations of Brazil he was Official of the Cabinet, Executive Coordinator and Chief of the Cabinet of the Ministry, as well as the General Director of the Administration Department.

Among other duties, he has been the Secretary of Federal Administration and Director of General Administration of the President of the Federal Republic of Brazil.

He presided over the organization for Brazil of the Conference of United Nations concerning the environment and development, accomplished in Río de Janiero in 1992 and in 1995 to 1997 he was advisor to Itaipu Binacional.

On numerous occasions he has been decorated by the highest Brazilian institutions and by other countries. In this respect, he has been decorated in Brazil with the Grand Cross of the Order of the Rio-Branco, Grand Official of the Order of Naval Merit, Grand Official of the Order of Military Merit, Grand Official of Aeronautical Merit, and the Grand Official of the Order of Merit of the Armed Forces. Grand Cross of the Merit of Brasilia and Comendador of the Order of Ipiranga (State of Sao Paulo).

In Spain he has been decorated with the Grand Cross of the Order of Isabel the Catholic and of the Order of Civil Merit.

On an international level he possesses the Grand Cross of the Order of the Liberator San Martin (Argentina), he is of the Order of Merit of Paraguay, he is of the Order of Águila Azteca (México), he is of the Order of Francisco Miranda (Venezuela), he is of the Order of Bernardo O´Higgens (Chile), he is of the Order of Merit of Italy and he is of the Order of Merit of Germany.

On other levels he is the Grand Official of the Order of Christ of Portugal and he is of the Order of the Sacred Treasure of Japan. He is a Member of the Order of Victoria (Great Brittain) and Commander of the Legion of Honor of France and he is of the Order of Infante Don Enrique of Portugal.
