PhD. in Law and Department Head of Administrative Law at the University
of Coruña. He presides over the Spanish Section of the International
Institute of Administrative Sciences and is vice-president of the
International Association of Legal Methodology.
He belongs to the Council of Experts in Public Administration
of the United Nations.
Currently, with the status of partner, he works at Cremades &
Calvo Sotelo under the provisions of article 83 of the Ley Órganica
Universitaria (Organic University Law).In his position as Head
of the Department of Administrative Law, he directs and supervises
the work of lawyers in the firm in matters of Administrative Law.
He is a member of the editorial board of the following publications:
Actualidad Administrativa, Nueva Revista, Revista Argentina de
Políticas Publicas, Tributos Locales, Revista Tachirense
de Derecho, Revista de Pensamiento Iberoamericano, Criterios,
Revista de Estudios Locales y Cuadernos de Derecho Local. Furthermore,
he is a member of the Scientific center of International Political
Studies.
He belongs the Iberian-American Forum of Administrative Law to
the Spanish Society of Evaluation of Public Politics and the Spanish
chapter of Transparency International. .
In the development of his career, he has been member of the Spanish
Parliament, representing La Coruña, deputy- minister of
Public Administrations of the government of Spain, Director of
the National Institute of Public Administration, Director of the
Galician School of Public Administration, Director of the Canary
Islands Institute of Public Administration, Director of the Department
of Administrative Law at the University of Laguna, supplemental
Magistrate of the Superior Tribunal of Justice of the Canary Islands,
and Member of the Commission of Experts for the Reform of the
Senate. He obtained the Prizes of Decano Raimundo d´Abadal
from the College of Lawyers of Barcelona, Decano Zarate and Penichet
if the College of Lawyers of Santa Cruz of Tenerife of Legal Investigation.
He has the Grand Cross of the Order of Isabel the Catholic.
He has been a professor of Administrative Law at the Universities
of Santiago de Compostela, La Laguna, Las Palmas de Gran Canaria
and visiting professor at the University of Táchira. He
is an honorary member of the Foundation of Bonaerense of Adminstrative
Sciences of the Paranaense Insititute of Administrative Law.
