In 1962, he graduated in law from the Universities of Deusto and Valladolid.
In 1964 he joined the Corps of Commercial and Economic Advisors of the Spanish Administration.
During his stay in the Administration he held, inter alia, the following offices:
- Head of Section at the Service for the Defence of Competition (1965).
- Head of the Commercial Office of Spain in Chicago, United States (1967-1972).
- Head of the Spanish Investment Abroad Division at the General Directorate for Foreign Transactions (1974-1978).
He also participated in the negotiation of bilateral trade and clearing agreements (Hungary, Cuba), and at meetings of multilateral bodies (OECD, GATT, INTAL).
Since 1979 he is on leave from the Spanish Administration, when joining the law firm J & A GARRIGUES, of which he was a partner. In 2002 he joined the Madrid office of the American law firm Squire, Sanders & Dempsey, as a partner. He later joined as a partner the Anglo-American law firm DLA Piper, in its office in Madrid. In those law firms he has been advising clients in various branches of law, with special emphasis on corporate law, mergers and acquisitions, as well as matters relating to exchange control, foreign investment and competition law, and has participated as an arbitrator in a number of arbitration proceedings.
Additionally he has participated in numerous seminars and conferences on matters within his expertise, and he has published numerous articles in specialized journals, having coordinated the Course on Environmental Law held at the Instituto de Empresa in Madrid, in December 1993 and January 1995.
